Mainly because I have no idea and am cribbing from other translated pics...
It says "otori nano ka~". Otori is Decoy. I don't know a lot about japanese language, so I don't know how you'd translate it in a way that does it justice short of "Is it a decoy?" or something.
Rumia's doing her "Is that so?" thing, but it's really hard to translate right into English. Something like "Decoys, huh?" is the best colloquial equivalent I can come up with.
