Are they actually sisters, or is that just a fandom interpretation?
I'm pretty sure they are supposed to be actually sisters, as they are based off of the same gun, just sister models ump45 (45 auto) ump9 (9 mm luger) and ump40 (40 S&W) they are said to be sisters in game and refer to each other as sisters, so despite being robots, I still think this is incest.

If we're going technical, they aren't actually sisters, but in-game UMP9 does refer to UMP45 as a sister with the latter rarely doing the same for the former, but that's about it. The two aren't even the same Doll frame, UMP45's frame is one of a kind whereas UMP9's is a mass produced frame (although hers is illegally modified), the only familial thing the two share is a similar weapon choice. Short answer, they're "sisters" in label, but not actual siblings.

(after doing google research they are apparently supposed to be twins, which makes it worse :(

You are allowed to disagree with fetishes as long as you respect others’ right to enjoy them. The blacklist helps with that. The problem is that the evidence being given for them being sisters might not be enough to justify tagging it with incest, so it won’t be blocked.
Assuming incest does not get added, the solution is to add the tags for these two characters and yuri, all on the same line, to the blacklist.
Bonus: Inseki is used for relatives that aren’t blood-related and is mutually exclusive with incest, so I would recommend adding that to the blacklist as well.
