Is this an error or are you supposed to take off your gloves to pray or something like that?
General practice when praying at Shinto shrines involves bowing and clapping, which is what Sanae is doing in panel 1, so yeah, I assume taking your gloves off is a custom. Not to mention Kogasa's gloves are back on too, and that would be a strange mistake to make twice.
We've all been in this situation. Maybe not prayer, but when it's expected of you to stay, and all you can think about is getting out of there to eat. Anyway, hungry Kogasa is adorable.
This locale is probably based of a shrine in the real world rather than the Hakurei Shrine. We've also seen Reimu as one of the author's friends, i.e. a fellow otaku with a secular job.

I'm beginning to suspect that Kogasa has a substitution ability (food cancels out a certain amount of tiredness). Of course, for a lot of people, the opposite can work too (when hungry, sleeping can cause hunger to abate for a while).
I honestly think the guy's something of a glutton, but his wife has some rather tight reins on his eating habits. Thus his enhusastic responses to food/meat draws attention from other folk (like Nazrin)
