Since they were coming from the left, I am guessing that even if the guy was looking at Mina, he should have spotter the blue car... Plus, Mineta can't even see the road due to how short he is, definitely doesn't help that he was being extra distracted by Momo doing him.

They also ran over Tsuyu if I see that right.
