Youkai is the umbrella term for "supernatural being". Reisen, a beast, is 100% youkai. Youmi, a half-phantom, is 50% youkai.

Reisen, Reisen 2, pretty much all Lunarians are Aliens, not Youkai. So they are "Uchuujin"(うちゅうじん)(宇宙人) And last I checked, there is HUGE difference between the 2. That is why we call Komachi a Shinigami, Shikieiki a Yama, and Yuyuko a Ghost. Every of the other stuff is fair game though.

Reisen is a beast, that's also a lunarian. You're right that Shinigamis and the Enma aren't youkai (celestials and gods also aren't). The jury is still out about ghosts, because Youmu is 50% youkai.

Our more classical Lunarians like Eirin and Kaguya are former Earthlings or the descendants of former Earthlings. In an interview in Symposium of Post-mysticism, ZUN has stated that the Moon is where the noble types of gods live, and referred to Eirin as a god. "Noble" is relative, I guess, considering the rather haughty dismissive disposition that characterizes them usually.

In Touhou, Chang'e is different. She is implied to be an actual native inhabitant of the Moon, properly immortal, but imprisoned by the Lunarians for having drunk the original Hourai Elixir and becoming impure. All moon rabbits are somehow related to Chang'e - their master - and are not "created" "youkai" as far as the Lunarians are concerned, though that may just be a distinction of purpose, e.g., manipulation of Earthlings versus Lunarian infantry. Like their master, they may be native inhabitants of the pure Moon and close to immortal.
