I know the Japanese tend to use 24+ times when referring to extremely-early-morning TV shows...i.e. instead of saying "3 o'clock tomorrow morning" (which can be confusing), they say "at 27:00" (which I figure is only confusing to Westerners). So maybe it carries over into other things. Though two minutes after midnight is a bit of a stretch of the concept...
