It's not just her, it's the whole lot of them. Whoever takes care of Vshojo's money is a fucking moron, they are in the red. And because of how their contracts are worded, the vtubers don't count as core employees so the company didn't prioritize paying them.
Setting aside the obvious fact that all corps are black, there's a reason multi-channel networks are mostly extinct or outgrowths of larger corps today. The only surprise here is that this one managed to keep the mask on for this long.

There's a saying: "Don't assume malice when you can assume incompetence." In Vshojo's case however, it seems to me that "Both? Both is good" is much more applicable. Seriously, it'd be bad enough if they weren't paying their talent, but to lose/withold money from a charity is completely inexcusable behaviour.
Are we really surprised? After the NuxTaku drama, it was only time for Vshojo to fall. I won't even be surprised that some of the members also pocketed the charity money. They knew about the fake emails being sent out for over 6 months. They are probably speaking out to put the spotlight on the CEO. I could be wrong, only time will tell.

You do understand that the talents are under NDA, right? They cannot reveal company secrets and internal affairs for fear of termination and/or fines.
And pocketing the money? This isn't some ma-and-pa store where everyone has access to all levels of operation! This is a proper corporation and the talents are just employees - they have no direct access to the company's funds!
