Actually if you read the artist commentary, that's exactly what's happening. Also it appears they landed on a highway, I wonder if that had anything to do with it. If not, I guess the Russian cops somehow made a fighter jet "pull-over" from the ground in a police interceptor?

Good idea... However Russia can sell everything, but not Siberia - Siberia is a place of unimaginable amount of natural mineral resources. Russian economy based on a natural resources export, so it's more possible to sell Moscow in bad times than Siberia.
