I tried to figure it out and wrote up my best guess about the lower two lines. The top line seems to be saying something about bombs, but there aren't enough clues for me to decode it.

The visible bits of the two lower lines seem to be taken from the notorious quote attributed to Khrushchev. While most Russian versions of the quote use the word "закопать", which is most literally translated as "to dig in", the word here starts with a п, suggesting that it's "похоронить", which is directly equivalent to "to bury".
