I know it's a joke and such, but... a swim test is a requirement to pass basic training modern navies. This dude was explicitly shown to be an officer before this, and the setting here overall doesn't seem that goofy, veering more toward the dramatic so as a details guy it kind of bugs me.

You are allowed to have phobias in the military. His fear isn't going out to sea or on the water, it's going "in the water" that has his primal instincts catching up. Although, high adrenaline situations such as the time he fought with BB-Oni make it more bearable.
