It's a logical step.
1: They are bound to their position, unlike pedestrians that may walk away. (this is why insurance salesperson goes door-to-door)
2: Unlike a door-to-door method, office-visiting method has another plus: they can't walk away from the sales, since they're still in the middle of working hours (and even if they walk away with some excuses, they can't 'escape' indefinitely. Why the hell are you going to the bathroom for like, 2 hours?
3: If the saleswoman(s) actually got invited by the director of said company, chances be that director and that insurance company already made deals to obtain part of the policy fee. Win-win.
Also as a plus on the workers, they get some eye candy.
Excluding prior arrangements, I think this would be seen as wildly inappropriate for an insurance company in real life. Depending on the nature of the pitch (especially if there are beautiful ladies involved) it could be considered employee poaching or spying. At the very least, it could be considered trespassing if the managers don't like the workers getting distracted.

Yes, the guys can always hope for the point #3. That one day the boss is going to say "send in the busty sponsors!" and ladies are going flood through carrying flirts and sales pitches in thier mouths.
