Marvelous basically ran this game into the ground in JP.
It didn't helped that it was anti-gaijin too (Strict IP block like PGR JP, removed emulation because needing Android 7+ and x64-bit ), as well as preposterous bugs at launch coupled with poor marketing. Seasun took over around Q2 last year and removed all those restrictions and fixed the bugs but it basically never recovered.
Despite that, JP server is STILL the second best earning server (aside from the pioneer CN server, of course).
A real shame because if only the bugs are fixed and Seasun handling JP since launch, it could have been better.
A bit funny because when CN was hit by censorship wave, CN players started doomposting and some migrated to JP (not a big issue since CN and JP servers are synced), only to be hit by shutdown notice kek
TLDR: The Japanese publisher screwed up when they launched the game with unfixed bugs and region locking. By the time Seasun, the game's actually developers took over and fix all of the problems, it was already too late.
Had the game last longer in Japan it might had get an anime adaptation.

Sad. Game has pretty much have potential, just like Battle Girl High School but although the other got an anime adaptation it died anyway.
