Yes. It's the national poor and lazy meal (in Japanese anime anyway) when you're too poor to afford actual food with extra luxury like condiments and too lazy to give even half a fuck about making food. It's like when you're so poor you can only get instant ramen but then too lazy to actually cook it so you eat it straight out of the bag.

... wait, so eating white bread and condensed milk is not a common thing? It was my favorite but quick and easy dessert. Here in Mexico we have a lightly salted soft roll called bolillo, and I loved filling them with tons of condensed milk.

It's considered common on any Asian nations, as far I know. But on west, you'd hardly find any people that put condensed milk on their bread. You can chalk it to palatial differences, like how western people will probably roll their eyes seeing how Asians put margarine and white granulated sugar on top of their bread where those same people will slice pickles into two and use it in place of hotdog buns.
