You're ignoring the fact that both genres are primarily drawn by and marketed to straight men in a patriarchal society. It's generally expected for the man in a relationship to be physically stronger and emotionally dominant over his female partner, and loli has the reputation it has in large part because it takes this ideal and exaggerates it to its absurd yet logical conclusion, and is generally seen as pandering to straight men who aren't satisfied with the power and privilege they already possess and instead want absolute power over their sexual partners.
Shota is already a very different beast simply because it is inverting the "normal" power dynamic, rather than reinforcing it like loli does, and that's even before getting into the fact that this is still art drawn by and targeted towards straight men. The character design and framing are centered around encouraging the audience to fantasize about being the victim, rather than the perpetrator, of the acts being depicted. That's why the standards are different.
They also aren't as different as you seem to be making them out to be - most people who dislike one dislike both (even I don't generally like either myself, I just find shota's similarities to the giantess content that I actually prefer to be academically interesting). I think you're hearing one argument from one group and another argument from another group, and assuming that both arguments are coming from a single group that doesn't actually exist.

Oh hush, you, I'm trying to be academic here. I'm not trying to throw around any value judgements (right now, at least), but the simple truth is that it is the cultural norm for men to be the dominant party in sexual/romantic relationships, and any depiction of uneven relationship power dynamics in media - especially in porn - is necessarily going to be in dialogue with that cultural norm, one way or another. Maybe I could have articulated my point without dropping the oh so scary p-word, but these words have meanings in serious conversations about sociology, not just Twitter arguments.

Even if what you said is true it doesn't make it ok, they have a point even if loli is done here en mass the reverse would seen as far more creepy. it's not isn't any different it's still pedophilia as while you may have reversed the power gap you just had HS age girl having sex with a child. I never made any judgement on whether any of this was okay or not, I was just arguing that there are understandable reasons why, in context (the "context" here being broader society and porn tropes), people might react differently to the sex-flipped version of this, especially if you assume that we're not also flipping the sex of the author and the audience.
If we are going down that route, though, I'd actually like your help working through a conundrum that's been on my mind for quite some time:
See, I don't really like shota myself, but I do like giantesses. Take this scenario, age the boy up to like 24 or so, but make all the girls 9-ish feet tall so that the overall size difference and relationship dynamic remains the same, and that would be something that would absolutely be up my alley (they might need a bigger elevator, though). Here's the conundrum, though: If you do this, what has changed? You have the same girls enjoying the same physical advantage over the now adult protagonist and treating him in more or less the same way. Is it all okay now that everyone involved is an adult? (For the sake of argument, we'll assume that all of the girls have also been aged up to their mid-twenties.)
If it is okay, then is it still okay if you don't change anything about the characters physically, but simply declare by authorial fiat that everyone is actually in their mid-twenties despite their looks? Plenty of people reach adulthood without developing much, so such a scenario wouldn't necessarily be unrealistic, just unlikely. However, authors have done the "this person is totally an adult in their twenties, source dude just trust me" routine many, many times before, and no one has ever bought it. If drawing what looks like pedophilia but then claiming that everyone is actually an adult despite appearances doesn't fly, then why wouldn't scaling everything up be the same kind of "crypto-pedophilia"?
However, if it's not okay, then there must be something inherent to the scenario and the relationship dynamic that makes it bad, regardless of the ages (or even the apparent ages) of the characters involved. What is it? Is it just the size difference? Should all giantess (or male giant) content be considered "crypto-pedophilia" and thrown out alongside the loli and the shota content? If so, then what else should be put under that umbrella? Should any relationship that involves a power imbalance be regarded as obscene to the same level as the scenario above? Mind you, I'm not trying to make a slippery slope argument - obviously, a line exists somewhere. But where?

As someone who was a victim of m on m incest from ages 5 to 6+, if given a choice I'd much rather have been molested by a cute teenage girl. Or just about any age woman really. Would probably have still had some of the negative effects (ie: being hypersexual most of my life.) but would not have had quite a few others. Which is part of why I enjoy onee-shota. I imagine myself as the "victim" to help bury older memories.
