The fingers look about where they should be. You're assuming they even used a reference at all, which most people don't. Even if they did, you're assuming artist are able to draw what they see 1 to 1. Not to mention someone is able to find a reference of the hand in the exact angle and pose they want. Maybe they used the 3D model in Clip Studio, which isn't anatomically accurate.
The quality of the hands are pretty consistent with the artist's other stuff as well - which is it's about right but not totally anatomically accurate, which is about the level of hands for most artists in general. Hands are very hard to draw right. Also that isn't the Index finger's tip (assuming you're referring to the upper hand), it's the second joint. The artist made it a bit sharp, sure, but it's about where it should be.
This AI witch-hunting is getting ridiculous. It's getting to point where people that makes slight improvements on their usual stuff gets "AI" label thrown at them. Mistakes != AI.
I want you to assume the same hand position as the image or go to a doctor. Because it's either your eyes or your fingers that are mangled. index and ring fingers are roughly equal in length. If they have the same bend at the knuckle, then none or both of their fingernails would be exposed. Ring and middle finger also does not have extra joints. If the person actually was just incompetent at finger drawing, the fingers would be parallel sausage links, not a various degrees of bends and nails that keep at the same knuckle bend. Doubly so if it's not using a reference since it keeps the image clean and the detail not distracting. If you want to say that it's not AI and defend it do what you must, but for the love of god, don't verify anatomical correctness if you don't know the anatomy.
