For the purpose of academics, I would argue that lolicon is the worse - greater chance of it being nonconsensual, and incest is an obsolete taboo in a society with contraception. The question is irrelevant for the relationship between the Lamperouge siblings, as Nunnally does not merely qualify as a loli, but is indeed a blind, paraplegic, emotionally, socially and economically dependant loli.
