Is it allowable to have multiple accounts if they aren't used to abuse systems or avoid bans or is it automatically assumed that you are abusing something if you do have multiple?

If you're going to bot though, it's recommended that you make a bot account. That way, human edits won't get mistaken for automated edits. (issue #4946)
Sorry for the necrobump, I had a similar question and this was the best thread to ask.
I have commissioned a few artworks on Skeb that I previously posted in lower resolution (they were publicly posted by the artists themselves), but also some that were sent to me privately, including one that I could only post as a sample. Due to my username being different from what I usually go by, I have avoided sharing them to remain somewhat anonymous. From this answer, I understand that making another account to post my commissioned works under a different name wouldn't be an issue, right?

Correct, as you already don't have an upload limit on this account you don't have to worry about that part, just remember not to bypass the vote limits as usual.
