Tag Implications: *breast* -> breasts

There are a ton of tags containing "breast" without a breasts implication. These are the most popular ones:

breast_envy -> breasts
breast_feeding -> breasts
breast_hold -> breasts
breast_licking -> breasts
breast_lift -> breasts
breast_massage -> breasts
breast_pillow -> breasts
breast_poke -> breasts
breast_sucking -> breasts
breast_suppress -> breasts
breasts_apart -> breasts
breasts_outside -> breasts
hair_over_breasts -> breasts
mole_on_breast -> breasts
unaligned_breasts -> breasts

Obviously there's a few exceptions like breastplate, but almost every tag with "breast" in it should imply breasts.

-1. You're forgetting flat chest, which doesn't qualify for breasts but can fit various *breast* tags. Take hair_over_breasts flat_chest, for instance. This doesn't apply to all of the tags you listed but it does to quite a few.

Given the description, and the majority of posts, of hair over breasts ("A form of convenient censoring involving a topless female with only her hair protecting her modesty."), then it might be better ro change it to hair_over_nipples.

breasts apart and unaligned breasts seem safe enough to implicate. The rest of those don't necessarily require breasts to be prominent or otherwise larger than a flat chest.

That may be the definition, but it has also been in popular use for when hair is shown draped over the breasts themselves, leaving the nipples uncovered. hair over breasts + convenient censoring would get you hair over nipples. The wiki should just be broadened and the tag left alone.
