There are a number of Pokémon (Machamp, Gardevoir and Gallade, Gothitelle etc.) that are very obviously meant to resemble humans rather than animals. Additionally, some animal-based Pokémon (Blaziken, Lucario, Braixen etc.) are bipedal humanoids and as such they qualify as furry. Using the tag what you see rule, these Pokémon are not automatically creatures.

I agree that in terms of eligibility for the no_humans/no_humanoids tag, most Pokémon should be considered creatures and not people. The exceptions I mentioned, however, should not. The only reasoning I can think of in support of such a practise is that all Pokémon are treated as pets in the Pokémon universe, which is a canonical technicality that is often ignored by artists anyway.
