To my knowledge Team 9 comes from pretty much the same place baquartet does. In one of the games' booklet, there's an explanation screenshot of the game labelling different parts of the screen, and amidst all the UI elements etc one of arrows points to Cirno as "⑨. バカ" (9. Baka)

In English this became the reason for the whole Cirno = 9 = idiot association, and why that group of characters is called Team 9.

It being the "official" Japanese name seems a good enough reason to me for it to be reversed. The term baquartet/bakartet doesn't show up in English fanworks very often, that I see at least. Honestly forgot all about it.

I know about the origin of (9) for referring to cirno, what i wasn't sure about was the origin of "Team 9" for the group of Rumia-Cirno-Wriggle-Mystia, since afaik in japanese it's "baquartet", and "Team 9" doesn't even show up on pixiv (although it does appear as 9班, which shows exactly one touhou-related artwork.)
My assumption is that it's a Danbooru-only term, although i may be wrong. I will do some more research later.

It's mentioned on the wiki and has been for as long as I've been a fan of Touhou (8ish years). I don't know where the name "Team 9" originated from, but I doubt the wiki would be using it if was Danbooru specific.

Team 9 (or Team ⑨) is likely coined independently by the English fandom.

チーム⑨ sometimes pops up in the Japanese fandom, but more often than not it just refers to some other group of characters (often cross-copyright) that also includes Cirno.

9班 sounds like some one-off name used by the Chinese fandom (Class Nine).

Alright, apparently "Team 9" is a term that came up at least 15 years ago. Added to the wiki around 10 years ago.
I have never heard the term before, and i would personally opt to change it to baquartet because team 9 would imply that Cirno is in it, and i believe it is a now-unused term. That said, people here seem to prefer the opposite, so i'm just gonna reverse the alias.

What's unused about it? I've seen it used as recently as this year on Youtube. I've never seen any English speaker call them Baquartet/Bakartet, but every Touhou fan I've ever met knows what Team 9 is, and it's only mentioned in passing on the fandom section of the primary Touhou wiki under a section titled "Team 9," so I don't see how that's in any way preferable on an English speaking website.

And yes, Cirno is a mandatory member, there's only a handful of posts under team_9 -cirno, and I don't think any of them should be tagged team 9.
