A candy wrapper can appear in an image completely by itself, such as in post #6340782, without any candy inside of it, so a distinction between that state and when the wrapper is still on the candy (completely or partially) seems needed.

Of course, that doesn't account for when an unwrapped wrapper appears in an image with wrapped candy (ex. post #4134832) or with partially unwrapped candy (ex. post #6152882).

The problem is that candy wrapper is not for empty candy wrappers, right now it's used on any visible candy wrapper, and this BUR wants to encourage this usage. Do we need to rename it to empty candy wrapper?

I also just noticed that the two BURs are referencing two different tags: candy wrapper and wrapper.

If you would rather there not be an umbrella tag for candy wrappers in general, and just have separate wrapped candy, partially unwrapped candy and empty candy wrapper tags, then that would be one way of approaching things. But right now there's over 1k posts under candy_wrapper -wrapped_candy (and over 600 posts under wrapped_candy -candy_wrapper) right now, which suggests that straight-up renaming candy wrapper would probably not be practical.
