I've noticed that tatsuta_(kantai_collection) is often depicted with a halo/crown-like object floating above her head. Should it be tagged as hat only when it is physically resting on her head, or whenever it is in the image? Or should be always be left untagged? Plus, is there a more specific tag for it? I'm not even quite sure what it's supposed to be in terms of ship equipment.

It's unofficially called 天使のような輪 (a halo) or 天使の輪のようなパーツ (a halo-shaped component).

Yup, definitely looks like a machine-like halo, or at least a halo rather than just a hat.
mechanical_halo sounds like a good idea for a tag. I think I've come across other characters I'd tag with that before, though they're not coming immediately to mind.
