She banished her because she had transformed into Nightmare Moon and wanted to shroud the world in eternal darkness, and because she couldn't use the Elements of Harmony to cure her without Luna's own aid.
Celestia was waiting for the day when she could finally be reunited with her SISTER, not the dark magic abomination possessing her (which is what she was essentially forced to banish).
