Could be Rumia too since she doesn't have her Zun hat. As we all know, Toho girls are always identified by their headwear.

post #1561166 (one page before the one with Flandre's name) is a bit complicated to translate (a few of the kanji are really hard for my eyes to pick out since they're small) but it looks like Patchouli is saying something about releasing an S-class sinner/criminal by saying the person's name. I think it's safe to say this is crazymode Flan. D: I'd like someone with better eyesight to translate all that to make sure, though. My eyes hurt from just reading the third panel.
