To be fair, pretty much everyone had a cameo in HM.
At least she has something to talk about with Meiling. Really, it's a bit sad that so many characters were doomed to be forgotten, while others that are equally or even more unimportant like Cirno get tons of appearances.

Cirno has her own game for crying out loud, how is she unimportant? Anyways, the entire EoSD cast get more attention than most of the series, if you want to talk about forgotten characters just look at PC-98...

I meant unimportant story-wise, in the great scheme of things, not for Touhou as a series. Of course for the series she is important, but is an importance made of unimportant things (ahah).

Kagerou is the first named loup garou, and she's hardly relevant to anything. Cirno's strong for a fairy, and that's it, being stronger than the rest doesn't make her anyone's leader, and no fairies are ever stated to view her as one.
