    Also I feel I remember that in one of the TV shows Seagal mentions the Philippines having a law about bounties or something

    If coordinated with the police prior to the operation, they're actually allowed. But if they do it on their own, it's a gray line that can be borderline vigilantism.

    Official bounty hunters are enlisted in the police as civilian agents and enjoys some perks of a policeman. Some police elements actively hire bounty hunters for cases where the target has powerful connections.

    It's allowed here (PH) and in the US for certain states. Seagal is correct about that.
