The Admiral Hipper was not at the Coronation Review in 1937 - the Kriegsmarine's representative was the Admiral Graf Spee. The Admiral Hipper wasn't even commissioned until 1939.

Even after being remodelled, Kongo's displacement didn't exceed the 35000t limit.
The Washington Naval Treaty said that capital ships (battleships and battlecruisers) were limited to 35,000 tons standard displacement and guns of no larger than 16-inch calibre.
Kongo was still working up until December on 1937. Getting all the bug and kinks out of the reconstruction since coming out of the docks in January. She was with the Sasebo Guard Squadron during that time until assigned to Third Battleship Division in December.
