Before translation, I think it's some kind of pun and misunderstanding between お使い (errand) and 乙改 (remodel B), both pronounced "otsukai".

If I were to guess, it's because they're going with the joke of "Kagerou-class has no second remodels"...?

If there's anyone who has received actual 'B' enhancement in this, it's Isokaze lol.

Still, likely there'll be room for actual Kai 2 so that Hamakaze can finally get her own Kai 2B. For a good reason. *winkwinknudgenudge*
