"San" is sort of the default for someone you don't know too well, or you are being a bit distant with because of formality, and generally on par with calling someone "Mr" or "Ms". It's very, very odd to call someone you actually consider your own daughter "-san". Hence, yeah, she's kind of treating her like a stranger on roughly equal footing to herself, and one that she isn't trying to get more familiar with.

At best, you can see it as Mashu being very reserved and being oddly formal because of it.

Also at school, boys get -kun, and girls always get -san. (Teahchers, of course, get -sensei); so if viewed in that lens, she's putting her lower!

Don't male schoolteachers sometimes use -kun for female students as well? Or male staff members when addressing junior female employees?

(It does strike me as being a bit paternalistic though, compared to using -san, or -kun for male addressees)

Not in my experience, no. Maybe in the workplace, especially to younger ladies - the san/kun distinction is also to make it easier to tell who's who, since there are not nearly as many surnames as you'd think, and in a class of 30-40 kids, being able to tell Yamaguchi-san and Yamaguchi-kun apart without having to also say their first name is nice.
