Haha, well, if it's the same to you, in the actual Touhou character page on TV Tropes, only Shiki matches the listed alignment; Reimu is listed as Lawful Neutral there, while Marisa is Chaotic Neutral.
the only i can agree 100% are shikieiki yukari marisa and patchy yuuka is not that evil fandome makes her she is like a personification of the nature she is hard too weaker peropel and dosent care about fairness but she isent evil either first law of natur "surival of the fittest/stongest" okuu is just like a child her "take over gensyoko" was just a missunderstanding actually gensyoko has no real evil persons

That's generally how evil characters go about justifying their deeds...if they justify them at all. However, I do believe this is based more on how she is portrayed in fanart, rather than the actual game. In most doujins, she's often a delightful "random cruelty generator", which is Chaotic Evil at it's finest.
The text under Yuka is pretty much a direct quote of her, from her dialogue in Mystic Square. Fanon makes her go out of her way to kill people. Canon has her kill anything that gets in her way. Perhaps the "chaotic" part is inaccurate, but the evil component is spot on.

As for the picture itself I agree with all of these aside from Utsuho who frankly seemed a tad too batty to really be neutral evil. I think someone like Remi would be much closer to neutral evil not being bound by honor or laws, but also not insane and pointlessly violent.
When discussing Yuka's alignment it's important to note that things work a bit differently in Gensokyo. Killing humans is a sort of duty for most yokai. In PoFV Shikieiki even advises Yuka to kill more humans.
I suppose the fact that she has fun doing it as opposed to it being 'business as usual' is what makes her evil.
