That 100 upvotes means majority of people don't even care anymore, that's really sad.
I imagine plenty of people have been against banning it since before it was even a question to ban it. So it stands to reason a lot probably still see a ban as arbitrary and unnecessary. And all the ones that get "deleted" are still on the site anyway, some old ones with 200+ upvotes. So nothing with this post is new as far as I can see.
I think the thing to do is to flag it for deletion. The approver might have missed the tag or not known somehow.
The queue page for approvers was updated a bit ago and one of the odd bugbears is that it - at least by default - no longer shows problematic tags highlighted in red. It doesn't really show any information by default I've noticed an uptick in approvals of odd content (edits, bad sources, etc) as a result.
Nothing to really do about this but flag approved AI gens when you spot them.

The "artist" literally said on Pixiv profile that all of their "works" is a "redraw" from AI art. Although it seems like they put minimal effort to "redraw" it and doesn't even scaled up their "art", including this one.
