Character Tag -> bismarck_(kantai_collection)

There was a mistake in creating the bismarck_(kantai_collection) tag and I am not able to change it to a character tag category.

Just add char: in front of a tag to change it into a character tag. Same goes for gen: for general tags and copy: for copyright tags.

Tried that and it didn't work before. But no matter now that the matter has been resolved.
