Shirou and Saber from Fate summoned into the Fourth (given Rin and Sakura are childen, and Tokiomi and Kariya are still alive)? Would pay for that. Can you imagine the havoc?
Heck, Heroic!Shirou (as opposed to CounterGuardian!Shirou) summoned into the 4th War could work, given both the massive links he has to both Summoner (his father) and Catalyst (Avalon). And if Shirou had an NP that allowed Saber to appear in a way similar to FZ's 80-Assassin-NP...

...wonder if I should try some writing.
I think its the other way around. If anything, Shirou is one of Arturia's NPs. Remember, he's supposed to be her "sheathe". So he ended up summoning Saber from a time when she reclaimed Avalon (through Shirou and the bond they have) and Shirou essentially has to come along for the ride by default!

Saber remembers both wars.
The official reason is that, unlike most heroes in the War of the Grail, she's still alive, somewhat: She's stuck between life and death, after making a pact with the World to try once again to obtain the Holy Grail. Hence, whenever she's summoned, she's not summoned from the same place as other Heroic Spirits: She's summoned straight from her dying moments. This is also the reason why she can't dematerialize like the other servants. Should the contract with the world finish, either by breaking or fulfilling it, she goes back to dying at her own time period.

I wouldn't say that. It let her recognize the Archer from the previous War, so she knew to be wary of him, at least.
It also meant that she had more experience fighting as a Servant, for whom anything less than a headshot or heartshot is not lethal, and for whom the very act of keeping your equipment manifested is a mana-drain.
